FAQs

I never received a copy of the covenants. How do I get a copy? Do I have to follow the rules?

Your realtor and/or whomever sold you the property is responsible for providing you a copy of the covenants and restrictions. If you have not received a copy, you can download a copy from the website. It is your responsibility to read and understand the covenants, and if you own a lot in the community, you have signed a paper at closing stating you have received a copy of the covenants.

Whether you have received and read the covenants or not, all rules apply to you. Claiming ignorance of rules/restrictions is no excuse. If you receive a letter or fine, you are responsible for the offense whether you know it is in violation or not. We urge you to spend time reading the covenants.

What are the dues and how are they paid?

If you are purchasing a home, regardless if it is new or a resale, you will pay a $300 buy in one time that goes towards the future road funds. The dues for 2024 are $711.12 for the year. You can pay by check for the entire year, or monthly ($59.26). The payment must be mailed to the mailing address, as we do not accept payments in person. I want to have family/guests over. What do I need to do for parking?

Parking in yards or in the street is strictly prohibited. There are short term guest parking areas at the main entrance, Par Lane, Eagle Drive, and Meadow Ponds Lane by the basketball/tennis courts. 

For any guest parking, you need to email the HOA at hoa@meadowshoa-wv.com to receive a parking pass for special occasions/events. Parking passes will be provided for up to 7 days, and are for guests, not homeowners. We will collect the information of the vehicle, homeowner, and dates and provide a parking pass that must hang in the vehicle. Any vehicles without parking passes will be towed at the owner's expense. 

If you are a homeowner, parking for extended periods in guest parking is not allowed. You will receive a single notice on your vehicle with a timeframe to remove the vehicle, and it will be recorded in our records. If it is not removed or appears in violation again in the future, it will be towed at the owner's expense without notice.

In addition, each single family unit shall include a 2 car garage and at least 1 stall of such garages must be utilized for storage of vehicles.

I parked on the street without a parking pass, and now my vehicle is missing. Where is it?

If you parked illegally for more than a few hours, your car is likely to have been towed. You'll need to contact Doug's Towing at (304) 291-3864. The HOA is not responsible for any fees associated with towing/storage/etc.

What are the rules regarding speed limit/traffic signs/driving?

The speed limit is 15 MPH throughout the development. Any homeowner found speeding or ignoring stop signs will be fined $50 per incident. 

No motor vehicle or vehicle with a motor or engine shall be operated on any street of the subdivision except: (a) Golf carts and motor vehicles with current licensure by the State of West Virginia; and (b) if operated by the holder of a valid State issued driver's license. No motor vehicle or vehicle with an engine (other than a golf cart) shall be operated on any non-roadway Common Element, path, walkway, or trail at any time other than during construction or for the purpose of maintaining same. Go carts, dirt bikes, and all terrain vehicles may never be operated in the subdivision.

What if I want to build/improve something on my property?

For anything inside the walls of your home, you can do as you please, with the exception of adding sources of heat, which you would need to seek approval for. If you want to add a fence, firepit, plant trees, extend your home (additions), or anything outside of your home's walls, but on your property, you need to email the HOA to seek approval. You must allow 30 days for it to be reviewed and approved/denied, and you must receive written approval from us prior to beginning your project.

If you do not seek and get approval, the HOA has the ability to fine the homeowner, and after 3 notices can hire an outside party to remove the violation at the lot owner's expense.

I have pets, what should I know?

  1. Underground pet fences are allowed with Building Committee approval.

  2. Dog houses are not permitted.

  3. All animals must be fenced or be kept on the interior of dwellings, or on leashes while accompanied by their owners.

  4. No animal may be tied, chained or otherwise restrained on the exterior of a unit other than with a fence or underground fence.

  5. No unit may have more than 4 animals at any time.

  6. Pet waste must be picked up by its owner immediately, regardless of where it is located.

Failure to follow these will result in fines and could potentially lead to the permanent seizure of the animal.

I'm looking to buy, sell, or have an issue with my dues. What do I need to do?

If you are looking to purchase a home at the Meadows, we strongly urge you to download the covenants and restrictions and review them prior to purchase. They are available here on the website. 

If you are looking to sell your home, you do need to fill out resale forms and ensure that your HOA dues are paid in full. You can email our treasurer, Sharon, at sfmersing@gmail.com for any concerns regarding resale or issues/questions about your dues.

I want to plant vegetables on my property. Is this allowed?

Vegetable gardens are not permitted on any unit.

What are the requirements for light posts?

All lights must be operational at all times to assure safety and visibility in the subdivision and may not be turned off at night or disconnected except for maintenance. If your light post is out, you will receive a letter with a warning. Whether it is the bulb or wiring/post issues, it will still be treated the same. 

If after a letter is sent your post is still not working, you will be assessed a fine. The HOA does have the right to enter your property to replace bulbs/repair light posts at the cost of the unit owner with 5 days written notice.

 

Are there any rules regarding vehicles in the subdivision?

Except as may be necessary for delivery and construction purposes, there shall be no recreational vehicles, trailers, snowmobiles, jet skis, campers, motor homes, boats, or boat trailers parked in any driveway or the yard of any unit, nor on any Common Element and all of same must be parked/kept in garages. 

These will be towed/removed from development on sight. If they are being used in the development, fines will occur if you are identified.

I want to place a political sign in my yard. What should I know?

Not more than one political sign or sign advertising or advocating any candidate for public office or political issue may be displayed on, or be visible from, any unit at any time. No political signs may be displayed for a period of more than 10 days during any calendar month nor more than 10 days before or 2 days after the election or vote subject of such sign. No signs of any type may be placed or displayed at or near the entrances of the subdivision.

What are the rules regarding lawns/appearance?

All lawns must be well maintained (mowed and trimmed) in an attractive condition commensurate with the BCC standards at all times. No outdoor storage of goods, personal property, construction materials, or equipment is permitted except during construction on the unit on which such materials are being stored.

What are the fines, and who can be fined?

All Unit Owners shall be subject to fine or penalty as a result of violation of any of these restrictions (entirety of covenants/restrictions) by the Unit Owner, the Unit Owner's family, friends, guests and invitees, or any other occupancy of the Unit or any Common Element as a result of ownership of the Unit by the Unit Owner. The Association may, after proper warning to the Unit Owner, impose fines or penalties against the Unit Owner or cause the non-Unit Owner violator prosecuted or otherwise pursue civil remedies against the violator for trespass on the Association's property. 

To the extent that 36B and this Declaration require notice of violation prior to assessment of a fine or penalty for parking or motor vehicle violations, a single initial notice by the Association shall be sufficient for the purposes of subsequent violations by any Unit Owner or Unit Owners.
